There's a mirror at the back of the cabinet so it looks like there's more than there is. The underlying idea behind the army was not a force of chaos but a force of evil order. A corrupt bureaucratic system, assimilating as it creeps across the globe. To that end the command figures were not Generals they were Ministers and ruled not by the King but by the Prime Minister.
