As I'm not a figure sculptor, I think I'm missing the point of this?

Can sculptors not just use a ruler? And also, don't most sculptors just stick to one or two scales usually?  ???

Yes you can use a ruler but this tool will make it much easier to keep things in the proper perspective.  Typically man size is the baseline, you go up or down from there. That's where a ruler doesn't work. However, if you have a baseline and  go to say an Ogre yhis will make creating an armature more accurate.
