Bases with Fire and Fury

With the second edition, is it 40 men to a base or does each figure represent 40 men? I thought  it was the.latter.

I believe I each stand represents 40 men in Regimental Fire and Fury.

Thank you all, I am looking at using Regimental Fire and Fury but figuring the OBs was confusing.

Is there a blog anywhere that gives detail OOBs for Regimental Fira and Fury, both for Civil War and other 19th century periods that could be used....Italian Wars of Unification, War of Triple Alliance etc
