Perhaps some unifying accent colour to help tie it in together.

A single base with a wall/hedge/fence.

Maybe a large sabot base where the elements can be individually slotted in their places or used on their own?

These are all really good ideas and could even be combined! I'm really curious how it will end up!

Thank-you for your suggestions. I will use a combination of all of them :D.

I have decided on a 450mm square tile of 20mm XPS foam.

I have mounted all the pieces on 1.5mm thick plasticard or on Perry plastic figure bases (which are also 1.5mm thick).

I arranged the pieces so that I can make a workshop scene for the final photo.

I drew round each base and then cut it out with a kitchen knife.

With the Proxxon Thermocut, I shaved 1.5mm off the blocks and then glued them back in place so that I have a recess for each base.

Unfortunately I was not accurate enough and many were too wide. I needed quite a lot of filling to get them to look neat.

This base has been covered with sand and undercoated with brown paint.

The roads are wood filler which I tried to imprint with wheel tracks.

This was a complete failure so I will try something else - maybe Milliput.

That looks suitably haphazard, as such mobile operations would (presumably) look; nice! :)

The cut out idea is a good one; I might use that at some point (but not in my build this year ;) ).

Sounds like you're starting the painting phase already; I feel I'm still miles off from that myself...  ::)
Miniatures you say? Well I too, like to live dangerously...

Most of it is already painted with basic colours and shaded with washes.

I have a lot to do to bring out the highlights and blend the bases so that everything looks like a family.

I also have a few bits to make that I forgot - e.g. bellows and fire for the Smithy.

We are lucky to live near Lenzburg Castle in Switzerland.

This weekend there was a medieval crafts fair.

Lots of inspiration for my build but a bit too late as it is almost finished.
