Couldn't have chrome and mirrorshade minis blasting their way through the gritty streets of the near-future on 2D tiles, could I?
World Works Games street tiles and Plast Craft PreColor buildings - low cost, easy to build, ready to go. I need some vehicles and more scatter terrain but it's taking shape. Any thoughts on more quick and easy improvements?

Off to a great start! As you said, maybe just some more scatter terrain(dumpsters, net access terminals) and some cars and your gold.

Bat reps - First I need to wrap my head around the Savage Worlds rules but I'm looking forward to plenty of bat reps too.
Scatter - yes, I found terminals, a dumpster, and some techy column things in my scenics box. I need vehicles now. Just a couple. Maybe I'll take the grandkids to Toys R Bankrupt this weekend and scour the Matchbox aisle.

LAFers have been compiling a list of all the sources of scatter terrain for post-apoc games, lots of which should work for your setting.

The only thing I'd suggest is that you should edge all those Plascraft buildings either with corresponding tones of paint, or a quicker option would be to use a grey marker. The visible white edges really spoil them imo.
