I have a lot of fantasy figures, but not so many historical, especially medieval. What is a good generic Lion Rampant army, figure 30 points or so, that a guy could get for a modest sum that are still worth painting at 25mm to 28mm scale?

It is possible to make a full 24 point Lion Rampant army with one box of plastic Perry Agincourt English.

Or for a more generic Medieval army at the cost of two boxes of figures - one box of Fireforge Sergeants, and one box of Fireforge Mounted Sergeants gives you:
Foot Sergeants 4pts
Foot Sergeants 4pts
Crossbowmen 4pts
Crossbowmen 4pts
Mounted Sergeants 4pts
Mounted Sergeants 4pts
24pts which is a full LR army.
Or you can have three Foot Sergeants/one Crossbowmen with the same boxes. You could also give one unit the axes, maces, swords on the sprue and have a unit of Fierce Foot instead of Sergeants - which are also 4pts.

I might raise a note of caution that BTD may be reverting to their problems of old.
I ordered some stuff from them eight weeks ago. We've been waiting for stuff to arrive from the US for a while, eventually I suggested that I choose some other packs they HAVE to replace the couple we're waiting on... and now they've dropped off the face of the planet. (The plastics to fill out the armies have been sat gathering dust all this time because I chose the boring route of "buying them from people who I saw in person".)
It''s very annoying because after many years of avoiding ordering from them, they then did seem to have it back together (and I said as much on various fora) and 28 day deliveries of lovely heavy lead happened spiffingly several times and then it's suddenly all pear-shaped again.
I built two very nice Agincourt LR armies -- and have leftovers to make variation units -- from 1 each of the Perry plastic range (English Army, French Infantry, Foot Knights) and a pack of six mounted French from Colonel Bills.
If you can arrange to split the Knights (or just buy them by sprue) you'd have less leftovers.
Wish the Perry's would deliver the Agincourt light cavalry tho.

Well, I had a sale of some unused figs go through, so I splurged on the Fireforge Teutonics - the appealed to the former Brettonian player in me. 1 box of cavalry and two boxes of infantry should give me enough for about 30 to 34 points. They look cool, but it looks like I better learn to paint white. Lots and lots of white.

I've not had those problems, but I have had to wait much more than eight weeks for out of stock or backordered stuff from them before.

They look cool, but it looks like I better learn to paint white. Lots and lots of white.
Just because they are sold as Teutonic knights does not mean that you have to paint them as Teutonic knights. Those figures should work fine as generic 13th century central or western European knights - especially if you assemble them without the cloaks. Though if you like the Teutonic knight style - which can look very impressive when well done - go ahead and see how it works for you.
As regards their use in Lion Rampant, seems like the cavalry kit will get you two units of mounted men-at-arms. With infantry, it seems that you could easily put together 2 units of dismounted men-at-arms, 2 units of foot sergeants with spears and 1 unit of crossbowmen. If my math is correct, that should give you up to 36 points worth of retinue.

Once bitten, twice shy with them I'm afraid. I placed an order with them some years ago and cancelled it after three months, and had to battle for three more months to get my money back.
