This will be a project expanding on the idea of a hive world shanty town / slum which has over millenia grown into a huge sprawling city.

Odium Year Of the Emperor 996 M41
Odium is a mega city of sprawling shanties based either side of the Pilgrims Road, which runs from Dorn’s Gate at the walls of Hive Primus to the holy places deep in the Ash Wastes.
Founded in the earliest days of Imperial control on the planet Odium’s 15 million inhabitants are embroiled in a centuries old conflict between various religious and political factions struggling to control the city.
Not officially recognised as part of Hive Primus, Odium is nominally administered by the Marcher Lords, minor Barron's owing allegiance to the Noble Houses in the spires above. In practice Odium is a city organised neighbourhood by neighbourhood, with allegiances divided along religious, political and ethnic lines.
Shown here is an example of the local militias seen throughout the city. It is lead by a Adeptus Ministorum Priest in crimson robes with a grey hood identifying him as an adherent to the Imperial Cult of the Emperor Revenant

The militias of Odium are typically poorly armed and draw their members from the local population. Often paid in loot or retained by a powerful trading house, noble , temple or shrine. They are part time soldiers with little formal training. Unsuited to open warfare and prone to disorganisation, supply problems and poor moral when fighting outside of their home district. The Temple militias are however zelous fanatics, brutal and accustomed to hardship and violence. Expert at ambush, bombings and assassination. On home ground they use local support, informants, tunnel networks & safe houses to launch devastating surprise attacks.

Gideon - Mahlon, is the nephew of a respectable scrap merchant whose shop is located on the main street of the Northern Water District. The shop, a walled compound housing his extended family and a large warehouse was as safe an upbringing as a commoner could hope for. As is the norm in the Water District Gideon’s family followed the Imperial Cult of the Emperor Revenant, a conventionally devout and hard working young man he spent his youth laboring in the breakers yard as an apprentice. In the Year of the Emperor 985 Gideion was caught up in one of the many temple bombings of that year, although physically unharmed it moved him to devote his life to the Emporer’s Will. Joining the Adeptus Ministorum at a public execution a few weeks later he became ordained as Preacher Gideon - Mahlon, responsible not only for the immortal souls of the men and women of Old Street Parish but more importantly to collect protection money, bribes and other stipends from the locals which equip and fund the local militia.

Mutants
Due to generations of living in the harsh and often poisonous conditions outside of the hive minor mutations or deformities are common and few natives of Odium are born without palid pinkish raw skin, heavy lidded eyes and complete baldness. More extreme or obvious mutants and their families are an oppressed caste in Odium. Most mutantant residents toil in the awful trades of their caste, the most dangerous and degrading jobs, often traveling hours to other parts of the city for work in desperate conditions for little reward. Mutants are usually barred from commerce, politics and skilled trades by either prejudice or local laws.
The Sluiceway
Industrial waste & Human filth both from Odium and the hive above flow through city in a vast network of open sewers & tunnels. Due to devastating flooding of the annual rainy season there are also huge drainage channels in the more permanent parts of the metropolitan area. Collectively this forms a network of canals and underground waterways known as the Sluiceway. Bickering between factions controlling different areas of the city, corruption and incompetence mean the antiquated system is constantly strained to the point of collapse. Often poisonous or radioactive, the contents of the Sluiceway is deadly to humans but provides Odium’s mutant population (who can tolerate the appalling conditions) a unique opportunity. Ranging from simple ferrymen, to vast and wealthy Freighter Guilds commanding fleets of crude barges - mutants ply their trade on the Sluiceway.
Constance Township
Downstream from the Habitation Blocks of the Walled Old City, lies the ancient blight that is Constance Township. Millennia ago this area marked the city limits and became a dumping ground for industrial & domestic waste. In time the area become a bleak mountain visible throughout the city. It was this inhospitable place that the first Mutant Clans of the wastes to settle in Odium made their own. It’s population fed by refugees from the rest of the city and even the hive - mutants are often driven from their homes by exploitation or violence and most end up in the slums and shanties of Constance Township. Constance is home to the mutant Freighter Guilds, wealthy and powerful organisations whose boats navigate across the city via the Sluiceway. Odiums roads and bridges are choked day and night by traffic jams, faction checkpoints, violence and terrible infrastructure causing chronic transport and travel problems. The Sluiceway and the mutant Freighter Guilds’ barges provide another means of transport of goods and raw materials. For many mutants work in the boatyards, workshops, markets, taverns, temples and other businesses who have built up around the Freighter Guilds dockyards.
Each area of Constance Township is run by a Mayor chosen from among the founding mutant clans or powerful Freighter Guilds, these Mayors collect taxes and fines from the population and in turn provide some level of physical security & rule of law in the form of the Constables. The Constables receive protection money from resident’s, serve as bounty hunters on contract to the the Freighter Guilds & receive stipends as the agents of the Mayoral Courts. Although often corrupt and brutal they are beloved of the common people of Constance Township as providers of rough justice in the shantes.
Why is Constance township tolerated by the imperial authorities? The the land Constance is built upon is the property of a of a marcher baron, a cadet branch of hiver nobility. Although the family have not visited the holding for eight generations the Constance Townships Mayors collectively pay their harsh tithe in blood and treasure without complaint or delay. As the client of a noble uphive house few in Odium would dare to openly seize or occupy the land.
Constable Isaac - Ilthamr
Constable Ilthamar is shown here with two deputies and a Relentless Type 760 Armoured Carrier. The Type 760, is a stripped down, cheaper design than previous models. Named for the year it went into production is a four wheel drive armoured vehicle designed for long range and operation in rough terrain. This vehicle is being used without a turret mounted weapon - increasing its capacity to five people.

Next thing i’m working on is some much better armed infantry. Flak armour, a more military look and feel. Not the PDF or Guard but a much better armed militia? Baronial forces perhaps?

Uriah finished his breakfast of sumpfish & synthmeal. The fish was good, a strong earthy flavour charred and blacked on the outside - smoked to perfection. And the synthmeal, well it might be tasteless but their ration was generous & the stuff they provided at barracks were hardly ever contaminated. Wiping his fingers on his fatigues he rose and left the dugout striding into the rain. It was a long walk to the temple steps and his briefing with the Colonel, no point putting it off any longer. .
The new recruits were in their dugout, still awake from the night before and smoking crank as Uriah walked past. He had stopped bothering to chastise them - these provincials were undisciplined but as far as he could tell they weren’t stealing from the stores or exploiting the civilians (which is more than could be said of his other men) Also none of the new men had ‘lost’ their equipment on patrol or guard duty and for that at least Uriah was grateful. It was true what they said about the provincials, stupid but honest.
Large parts of the slums had burned during the last dry season and now the rains had come they were abandoned marshy areas, ash and dust replaced by clinging black mud - he trudged on. From this approach to the hill he couldn’t see the collapsed section of the temple - and it was easy to remember it as it had been in his youth, a respendenant, domed golden fortress towering above the shanties. Strong, beautiful, eternal. It was rarely illuminated now what with the sectors power grid as it was and he couldn’t recall the last time it had been painted. 10? Or was it 11 years ago? He struggled to remember.
An hour of trudging through muddy alleys and he arrived at the base of the colossal temple stairway & the concrete HQ bunker. Past the guards huddled in the entrance way and though the clanging steel doors he entered the main room. The Colonel looked how he felt - a deeply lined grey face, eyes blackened by lack of sleep.
“Someone has laid mines on the new road. I want it cleared”
The Colonel handed him a rolled parchment
“While you are there find out who did this thing”
Uriah sighed and slumped into the chair opposite the old man. It was two days walk to the new road when the going was good.
“Despair is doubt and doubt begets heresy. Take joy in His work” His superior reminded him.
“Besides I have assigned you a Chimera transport, the requisition notes are printed on the scroll”
Uriah raised his eyebrows, it was rare for one of his patrols had been given a vehicle, never mind one of the militia's three Chimeras.
“I need this done Sargeant - If this is the Cult Revenant starting up their attacks again before we can reorganize and resupply it’s finished. We can only pray to the Emperor (May He smite His enemies) that it is just the area boys setting up a toll road again”
“And if it is the area boys?” Uriah asked
“Well Sargeant if they have the strength in men to establish a toll road then I want them back on the payroll to defend our western perimeter. Understood?”
“Yes Sir”
Uriah rose to his feet, threw a salute and strode out.
The quartermaster stank of vomit, his mouth and nose were blacked & withered (a sure sign of years smoking crank) Uriah handed him the requisition scroll. Parting his cracking lips to show three worn teeth the quartermaster croaked a laugh.
“This place isn’t called issues, it’s called stores. It’s in the name. Look at the sign as you come in. If I gave fuel, ammunition and the starter cards to a Chimera to every lad who walked in here with a bit of paper this warehouse would be empty. It wouldn’t be much of a store then.
He threw the scroll at Uriah’s feet
“Besides, You're too late boy - I have two Chimera’s out of action because someone stole all the starter batteries and the Cardial took the final one out this morning. On top of that we’ve had barely any fuel in the past month. The Throne only knows where the priests are getting theirs”
Uriah picked up the crumpled requisition from the floor and strode back out into the rain. Where was he supposed to get fuel from? Never mind STC grade starter batteries. The rain swelled and dark clouds rumbled. Looks like he had a long walk ahead.

Regions with large temples or more popular shrines support well equipped standing forces. These often have rudimentary military command structures, are housed in barracks and even in some cases regular pay for the men. Making them more or less full time soldiers. Extortion, robbery and corruption are still endemic in these units as poorly or infrequently paid troops take advantage of their strength to make an illicit income. Unusually for Odium these units can draw in recruits of the same religious sect from other parts of the city with a promise of payment unlike many militias which can only draw on the local population.

I like the bright hair colours on the Eschers. Also really like the Goliath PJ's too. The minis are excellent sculpts. Much better than the originals.

His faith was unshakable, he was known throughout the Wastes for his strength and his cunning. As a raider he had made great fortunes, proving his devotion by bringing both coin and loot to the temple. During the wars he built a reputation as both brave and cruel, his righteousness plain for all to see. His three wives had borne many sons, a clear sign of His favour.
This is why the Priesthood had selected Elijah for the task. From his camp on the peaks above the clouds of ash and pollution he could see his destination. The Hive rose from the earth stretching impossibly high into the clouds - taller than any mountain. In the underhive he was to meet with the scavvies, those depraved creatures who lived beyond civilisation.
It would be an arduous journey. Near a thousand miles of ash wastes. Through the territory of the hated Asher & Naphtali clans. Thieves, bandits, cannibals & madmen all.
He would have to cross the parched expanse of the Dust Seas using routes known to few among the wastelanders. He must enter the great city, Odium a place where his mutated body would mark him as an outsider. Once in the city he must find his cousins who lived as outcasts on the fringes of that godless place. Mutants could not enter the hive through Dorn’s Gate, Elijah must take the oldest and most dangerous paths which burrowed deep into the earth beneath Odium and into the base of the hive. His cousins knew the way.
Elijah flexed his metal arm. The priesthood had replaced his twisted, stunted mockery of a limb with this perfect instrument made in His image. Elijah marveled at His work, it’s beauty, it’s strength. He would complete his task or die in the attempt, he would bring glory to his family, his clan, his god.
