I have a bunch of Projekt X Russian troop figs from Scarab (formerly from North Star) but they never released a command group pack. Tamiya's 1/48 figs and Tumbling Dice's 1/48 figs are smaller and skinnier than PX figs.
My Google Fu has failed me. Are there any other manufacturers who make 1/48 WWII figs?

Dust minis are 1/48, and more heroically proportioned than any scale model version - but I’m not sure that they’re as big as the Projekt X minis, (aren’t they 40mm?). I-48 Tactics also have a small range of 1/48th models in a ‘gaming’ style - other than that there are some small scale model ranges other than Tamiya, but, like them, they’re going to look rather slight in comparison. https://www.djparkins.com/home.php?cat=265 (https://www.djparkins.com/home.php?cat=265)
