This is Reaper's Invisible Man. As he looks more pulpy than Victorian, I posted him here.

I wonder if in a game you could have him undress and then when it's your turn to move him, you move several empty identical bases (or counters) from the spot where he originally was, with one of them having some mark on the hidden underside indicating it as the real one, but unbeknownst to the other players (who can't interact with any of them as he's invisible), only revealing himself when you have it in place where you want him (and e.g. attacking another figure seemingly out of nowhere).
Don't know if what I wrote makes sense, but it would kinda introduce the element of surprise (where did he go?). ;D

It makes sense, and sounds great for a scenario, but might be a pain to do every game.

When I statted him up for .45 Adventure, I ended up just giving him the "Stalk" ability from Valley of the Thunder Lizard - it's basically the two-token idea mentioned above.

Nice job Froggy. I must get this model, having re-read the book only last month. Is it a new figure?
