     Is Footsore Miniatures USA in business?

Yes, I think they just started back up.  Received some miniatures from them about 2 weeks ago,

When I looked them up the currency was all in pounds.
Not sure they are US based.

Well, they seem to have UK website with prices in pounds:

I am on the Mailing list and regularly get emails. I got one this week. They’re putting out new things and it appears have a USA and UK web store.

Footsore NA is based in St Louis. Tim is definitely in business. They just upgraded the US site to mirror the UK site so there may be some little issues, I noticed the purchase level for the free fig is still in GBP. The other stuff I checked was in dollars.
