Can someone help me with what to use to represent 28mm scale Tumbleweed?

I use rubberised horse hair trimmed into rough balls with scissors.
You can even blow it across the table. :D

I would have suggested the one kind of lichen people often use for bushes and other kinds of foliage. Unfortunately I don't remember what it is called, nor can I find a decent picture at the moment. Its weediness would be a bit larger than rubberized horse hair but would be suitable for use. Preferably the light coloured variety.

Overlord got it in one, but what you CAN do is attach a peice of very fine fishing line to the horsehair and sneekerly hold the other end and pull it without anyone noticing you...

You can also take some steel wool, make it into a loose ball and spray paint. Once sprayed, the thing becomes a little stiffer and is more contained than the horsehair.
