Has anyone gamed Panama or Grenada in 28mm?

I have not seen it. But Underfire minatures will be making US in kevlar helmets and body armor for 80's. Along with their current line that is late 70s early 80s US in M1 helmets. But I am sure getting some kevlar helmeted heads or say USMC boonie cap heads from say Empress will allow for easy conversion's for none body armored units in Grenada.
And the Empress Vietnam line provides plenty of options for bringing into this era with the SF unit's. Like SEALs, SOG, Force Recon.. etc being easy to convert into this era.

No but I have wanted to for years. The ineptitude of Operation Urgent Fury (neither urgent or particularly furious) makes a lovely compare and contrast with the Falklands.
The world’s biggest no-knock drug bust is a bit more challenging as it’s more of a MOUT/FIBUA type affair. Lots of modern buildings required as well as a papal nuncio figure and a massive sound system.
If you are prepared to carve away knee pads, the Skirmish Sangin Rangers can be used for Panama. The Minimis aren’t quite right so you would need to replace those as well and get rid of the sand goggles.
Grenada era Rangers landed wearing M1 steel pots and Vietnam era jungle fatigues so you can either use the Under Fire Yanks or suitable Vietnam era US Army as proxies. Bit of conversion work required either way as the Under Fire chaps have the wrong model of M16. You might wait for the Rubicon Vietnam plastic sets as they will make for easier conversions and should have M203s (bizarrely for Vietnam).
Eureka’s Force Recon figures can be back dated as suitable SF types and there’s a couple of Studio Miniatures/ Minifigs Predator figures to help you flesh them out.
Eureka’s ZANLA figures can be readily adapted for either Grenadians or the PDF. Digbats for Panama could probably be built using the old Wargames Factory Zombie Hunter packs of armed civvies. Where you will find a Mercedes Benz water cannon truck with Smurfs painted on it is another thing entirely. :D
Alternatively you could do the whole thing in 1/72. Between the Revell and Italeri sets you have pretty much everything you need for the US and the Wrpac and Vietnam sets will give you the opposition. Sourcing vehicles will be much easier too.

Under Fire Miniatures (That's me btw) will shortly be releasing a range of 28mm US Army in PASGT & kevlar helmets which will be perfect for use in Panamanian themed games.

Will there be separate heads minus the ‘cabbage patch hat’ scrim? That was pretty specific to 7LID.
