I'm looking for a set of ogres dressed as Varangian Guard, i.e. equipment like the following, but with ogre-type large bodies. This is for 28mm. I can settle for Viking style equipment with two handed axes too.

These 54mm "Russian knights" from Tehnolog might hit the spot - and they're very cheap:

You could easily convert the spearman to have a great axe.
There are also Tehnolog Varangians, although the Russian knights are probably more ogreish:

And Tehnolog do other viking types too.
The Tehnolog stuff paints up reasonably well, too, and the scale is great for giants and ogres:

Another option - even cheaper given the numbers you get - would be the Emhar 1/32 vikings. They have the advantage of being susceptible to plastic glue and easy to paint:

Thanks everyone for these ideas. I knew about the Emhar figures (I started gaming in 1/72 scale and knew about their sets in both scales), but the proportions are just too human. The Tehnolog ones look more suitable, but it looks like some conversion would be needed to get what I want. That's definitely a path I can explore, otherwise I'll have to see if I can find something to 3D print.

This might not be a hugely helpful suggestion, but I'll bung it in anyway.
If I were thinking about doing something along these lines, I'd probably start by looking at Bob Olley's ogres (http://www.ralparthaeurope.co.uk/shop/ral-partha-fantasy-c-37/fantasy-armies-c-37_39/ogres-c-37_39_49/) from Ral Partha Europe.
Why? Well, they're not especially Varangian in style, but some of them do have big axes and they've got plenty of mail and more clothing than you get on a lot of ogres - plus the odd 'eastern'-looking fur-lined helmet. And they're quite cheap too. Someone like this guy would be a pretty decent starting point for a conversion (swap the axehead, etc.):

And another possibility - the old Fantasy Warlord ogres, now available from Alternative Armies (https://www.alternative-armies.com/collections/fantasy-warlord-range/products/16100-ogres-2-different-miniatures-with-weapons). You'd need to fix the helmets (might just be a case of cutting off the horns), but they have the scale armour and could be easily equipped with Dane axes.

These are also Tehnolog and they take the paint rather well. Maybe you could swap their heads for armoured Ogres.

I agree the Russian knights can do good Ogres, the one with the club is great too.

Thanks again everyone for the suggestions. I'm definitely leaning toward Tehnolog now, since plastic is much easier to convert than metal, and of course much cheaper. :)

One slight word of warning on Tehnolog: the figures are soft plastic (like 1/72 toy soldiers), so although they're readily convertible with greenstuff, etc., they're not anything like as easy to convert as hard-plastic miniatures. Still your best bet, though, I reckon.
If you need any size shots with the "Russian knights", let me know - I've got some lined up for use as fire giants in 1/72.

Yes, I realize the type of material miniatures like Tehnolog come in. I've worked with large models (trolls) in 1/72 scale and also Reaper Bones miniatures. They do take some getting used to.

Here you go! When you take the base out, the Tehnolog "Russian knight" is exactly the same size as the (terribly painted!) Reaper Bones ogre - and bigger than the old Citadel one. The other figures are a Frostgrave adventurer, a Gripping Beast viking and a Perry knight.

Thank you Hobgoblin! Those Russian knights are big boys. Interesting that old Citadel are so small now compared to newer large miniatures.
And your paint job is fine. I wish I can do it that well.

BTW, I'd recommend you to prime soft plastic figures with brush and not with spray, and after you give them a good scrub with dishwasher.

Another round of thanks to everyone who give me ideas here!
I ended up going for the 3D printing route to get what I wanted. Based on some fantasy 3D files I had, I made some modifications to make these ogres (actually orcs) look a bit more "Viking" style. Also shown with a Fireforge plastic Byzantine spearman.

Oh heck yes! Those will do the job! I’m not sure what you had to modify to turn them into viking ogres, but they turned out well. Definitely looking forward to seeing them painted.

Months after the fact as I am catching up on threads. But anyway....
My understanding of the material it comes in soft, hard and semi-soft plastic.
Been my experience whet eBay surfing.
