Well, Four A Miniatures used to have some very nice (near) future snowtroopers, but the website seems no longer available.

Other alternatives:

https://www.tigerminiatures.co.uk/i-c-e (https://www.tigerminiatures.co.uk/i-c-e): These are a bit big and a bit rough around the edges.

Left Warlord Finnish trooper, right Tiger miniatures

https://www.artizandesigns.com/prod.php?prod=1918 (https://www.artizandesigns.com/prod.php?prod=1918)

Another alternative is to build them yourself using plastic miniatures and greenstuff. I used warlord US airborne plastics with project Z plastic modern firearms. Heads were covered with a fur lined hood made from greenstuff:

I did a winterapoc project a few years ago (and have sadly sold it all on!) - some of the WW2 US GIs in great coats work well (I liked Artizan; especially as some of their FSSF figures are in parkas). A couple of the Artizan thrilling Tales figures worked too. Tiger's wet weather Mounties and trappers fitted ok with some base thinning/weapon swops. Some of the Gripping Beast MoFo figures had good potential too.
Since then there are also all the Frostgrave plastics that you might be able to use as a basis for conversion

Copplestone Castings (available from North Star) do a couple of packs of nicely wrapped-up Partizans in their Future Wars Range. They also do pack of useful Polar Adventurers in their High Adventure/Polar Perils range

Possibly some Frostgrave barbarians with Anvil Industry arms?

Exploring that is on my to-do list, but so are many other things :D

I've been looking for soviets in just the same setting

there are a few old LAF and Mongrel minis that would work well

beyond that I've been looking at 28mm Chechens

I've kitbashed a few frostgrave adventurers with ww2 arms and weapons from Warlord for Fallout/Morrow Project-style/The After RPG games.

I've also been planning on getting some of the Copplestone arctic minis and doing a few weapon swaps to modernise them a bit.

Yeah, it's a shame about Four A Miniatures. Great Snowtroopers. Glad I got some now!

Have a look at the balaclava heads that Anvil Industry do...a simple way to convert existing figures - I’ve used them on my Soviets (these are mainly from Underfire)

HLBSC did a couple of packs of 'trappers' in toques.  Not sure if they are still in the catalogue or were sold on to someone else.

Pig iron also do separate balaclava heads, that are not so 'heroically' proportioned as those from Anvil. I have fitted Pig Iron heads to TAG modern infantry and they look good.

Pig Iron Productions have a set of heads with gasmasks and winter hats which you may find useful. They would work well on their Kolony Veterans which wear long winter coats.

Depends how wintery you want.
UnderFire Soviet (with a trousers modification) with an Empress wooly hat.

I have these from somewhere. Sorry but I can't remember the name of the business. I think MAF Member Silent Invader sculpted them years ago. There was quite a large range of them.

Now owned by Athena Miniatures, and expected to re-release (with additions including British soldiers in cold weather gear) very soon - master moulds were being made 5 weeks ago.

Worth looking at the Neo-Soviets in the Copplestone Future Wars range sold by Northstar. They are in some form of “cold weather” clothing.

Got miniatures on Ebay for now though.

I have some Pig Iron Productions Kolony Veterans which wear long "great coat" style jackets. The manufacturer was happy to supply them with my choice of heads and I chose the gasmask and fur lined hats combo to go with them, they may have other suitable heads available. I was aiming for an Eastern Bloc winter look for Zona Alfa.

Good to know; I just bought a set through the Ebay link that Nozza_UK provided, paid for it and then realized that the specialist packs were there as well. Didn't want to add them at this time, since postage had already been paid and with Ebay being Ebay... ::)

But I'll be back for those when the store is back up! :)

Gripping beast sell the Mofo range of moderns, including some nice figures for the Falklands War. If you don't mind restricting yourself to early 1980s weapons, this range has some useful stuff. I particularly like the SAS pack (3 x M16 rifles and a BREN, all suitably wrapped up and wearing packs). The range also includes a pack of separate heads wearing woolly caps.
I'm using these for a project I'm currently working on.

The NeoSovs from Copplestone Castings all have winter clothes. The Regulars are in uniforms,  where the Partisans are more random. If you want to build your own, I would get Ushanka and Balaclava heads and some appropriate weapons from Anvil Industry and then pretty much any suitable box of minis from Frostgrave.
