Which is the best pulp ruleset for solo games?

Perilous Tales is designed to be played Solo and is currently free

It focuses on 5 heroes versus 5 'villain' - villains come in set flavors (The Mummy and its servants, Evil cultists, Voodoo, werewolves, etc) and there are also rules for environmental hazards (again grouped in flavours like Jungle, space station, haunted mansion, artic wastes, etc)

There is much more to Pulp than Pulp Alley - though it is strongly supported on this board.

Fistful of Lead is a terrific set of rules. However even Jaye Wiley will tell you it is not meant for solo play. I’ve done it, but it’s not easy.

Well, Nick, I haven't tried it solo but knew it had an option - though I can see some challenges having played the regular rules several times.

Pulp Alley plays really well: it's solo deck creates plenty of uncertainty and surprises.

Two Hour Wargames rules have solo mechanics. Plus, you can download the basic rules at no charge from their website.
