Looking for some "Presidential Guard" figures in 15 mm, a bit overly ornate but with WWI or early WWII weapons - or even colonial era weapons would be okay. Any thoughts?

Take a look at Peter Pig.
They do separate heads, so more options available as you don't have to stick to historical.
Look also at ACW, Franko-Prussian & other ranges. You might like them in Bearskin headwear
or ornate helmets.

Hmm, that comment about bearskin heads reminds me I have some figures that just might work - not only armed figures but a band, too. They are a bit on the small side of 15 mm but not so far that I wouldn't use them, especially as they'd be in isolated units of just those figures. I'm started to see visions of copying that great scene in The Wind and the Lion where the US Marines and sailors storm the palace! ;)
So, thanks for that comment.

Figures I use for my South Americans is Eureka's 15mm WWI Greeks.
They are the right amount (for me) of practical, and fancy-on-a-budget.
The Gendarmes are my preferred choice.

The Cavalry officer looks quite fitting as a Commandante.

Deflatermouse,
Thank you for the reference to Eureka. Yes, they are a great source for figures and I've used a lot of their figures.
