I recently reviewed both the rulebook and German officers blister pack from Scouts Out: Raids and Reconnaissance in 1914-1918 . Scouts out is a squad based skirmish Wargame set in WW1 and designed to be played on a small table such as a coffee table or card table.
Quick to play, it makes a lovely addition to game night and an excellent entry point into historical miniature wargaming.

I will admit, you are starting to tempt me.

While I would not admit that as a goal, I'm glad you appreciate the content.

It would be good to know what sets the rules apart from generic skirmish games such as Fistful of Lead, or some of the other WWI specific rulesets (Trench Hammer, or Through the Mud and Blood)

I've done a deeper review on the rulebook, if that may help.

Is it likely to be available as a PDF?

You could ask scouts out on Facebook. As far as I know, he only has the printed variant available ATM. And frankly, it's a decent price at less than $40 USD.
