I´m looking for a submarine for my cold war artic scenario(28mm). Does anyone know where I can find one?

there are some quite large kits that would work for an undersized one - search ebay

I´d think that modelling just a conning tower breaking through the ice would make an excellent compromise between necessary work, visual effect and "realism". Hammers did such a piece (and it looks great), but I cannot find the relevant thread right now (was re-posted recently, though).
Apart from that, given the fact that most modern subs have rather smooth lines, I´d consider it easier to make from, say, hard styrofoam (XPS) than a WW2 or earlier type; you could cut, carve and sand the main body and conning tower, then use a ballpen and ruler to scribe some panel lines, cover the whole thing in PVA glue or some non-solvent based filler and sand it to get it smooth.
As for kits, there are some resin subs available from Brigade Games. Both looking rather nice, but the large one is very "German" in its look, and both are pre-1945 only.

Doesn´t matter if it´s a plastic kit or resin as long as it fits my 28mm figs.

in that case - a full size atomic submarine is not available in 28 mm I'm afraid
this sounds more like a 2m long scenery
a cool idea anyway, with all the hatches, launch stations etc
I think I'd try to get some appropriate sewage tube and make the rest from styrofoam
a rather simple and easy shape

Armament: 6 torpedo tubes
in 28mm it would be dam big ,and impressive

Zveezda does a largeish range of Soviet nuke boats, all in 1/350. Too small to place next to your figures but if you wanted to dress the scene and put them in the background.
The nearest off the shelf sub I can think of size wise is the Revell 1/72 scale Gato. Not a nuke and a little small but Gato's continued to be used by various folk well in the post war period. One of them even carried the Regulus missile system.
Probably easy enough to make a new sail/conning tower for one.
If you do fancy making your own take heart and some inspiration from this maniac, he built himself a 1/72 scale Typhoon SSBN:

It's a common thing to use underscale ships in wargames, due to the sheer size of most of them if built to scale. There are many examples of ships/airships etc on this site, where the models are actually far too small to accurately depict the real thing, but they look "right" when on the table.
The only major downside of using a 1/72 model that I could see, would be the size of the hatches etc. If you can overcome/ignore that, then it should work splendidly :)

I was toying with making one of these, but it would have to be in 1/56th, which would make it a smidge over 10 foot long.
Doable though.
Maybe one day, particularly as its full designation was - Project 941 (Akula) - Typhoon Class ;)
Back on topic - if you want a sub for a icy wastes game, just build the conning tower, and put some thin slabs of High desnity polysterene around it, to represent where it broke through the ice.

That was a quite fun piece of terrain to make. Extruded polystyrene, carved to appropriate thickness, snaps into very convincing looking ice pieces. The cliff face in the background is a treasured find. It's a display piece for pirate toys.

Looks like the westwind Weird WW3 game that they have taken around the shows over the last year or so.

I had a cunning plan to do a Soviet SSBN in 28mm for a demo game but it got shelved. The hull would have ben in modular sections consisting of the compartments of the sub, from the nuclear reactor to control room to accomodation room to missile room to forward torpedo room. Each would be a basic rectangular box with the curved flanks of the hull made from sections of carved and sanded balsa attached on either side. The whole thing would sit on a sea /arctic base with lots of floating ice all around.
There would be a lift of rectangular lid for each section made up to look like the top of the hull, complete with missile launch hatches etc. The different rooms would be kitted out with Copplestone consoles, furniture etc plus ranks of missiles from deoderant lids. The conning tower would be a seperate section that would sit on top of the hull.
The scenario revolved around a Hunt for Red October / Ice Station Zebra type set up using Eureka special forces frogmen and Copplestone neo-sovs as the baddies.
I got as far as drawing up some semi-scale plans but then got sidelined off...

I reckoned on the whole thig being about 6' / 2m long although the vertical tail bit of the sub would be modelled as a scenic piece at the stern end and the bows section would just be a solid rounded piece at the other end, so in total, the sub sections would be about 5' or so. Not too much to do if you tackled each section in turn and took your time over the detailing, painting and so on. It's really a collaborative type project intended as a show participation game but one person could do it without too much trouble.

I was planning on 1/56th - its 574 feet long, so just a smidge over 10 feet, and c16" wide - of course, some of that would just be machinery, but i'm always interested in internal shots of subs etc - the challenge is to create something with the feel of a sub, but that allows for gameplay - ie narrow corridors vs being able to move/reach/or even see figures....

Maybe you could just get a kit of a conning tower ?
I think some of the radio controlled model people have kits just for sections of boats.
