I think from memory Navwar 1/1200th galleys

I have a 1/1200 scale Carthaginian fleet (painted) and a Roman fleet (unpainted - Doh!) by Navwar, those look very much the same.
They also look very good.
Though, why do some have a bare mast? Enquiring minds want to know. :)

I want to do folded up sails, looking through my spares for the fold up sail bits

Who does good rules for this kind of thing? Never come across it at a club.

I used Poseidon's Warriors from Osprey. They give a good, fast game with a reasonable number of ships. They are not "rivet counters" rules though lacking much of the nuance of galley warfare in preference to keeping the game moving. I like them but YMMV!
I opted to model my galleys without sails, since historically they were left ashore pre-battle. however, having sails can help with identification. I punched out card disks with a hole punch, painted them in squadron colours and labelled them with the number of oar banks the ship had, to help those of my friends who cant tell a cataphract from a catapult! :)
