Also looking for US Anti-Tank Gun crew figures, preferably without the gun itself, in 28mm. Most guns only come with three gunners, and I’d prefer actual crew figures to adding generic riflemen to bulk them up. I love that Chain of Command uses realistic sized crews, but finding the figs has been difficult.
Shout out to 1st Corps whose AT Guns are available separately, and with 4 or 6 crew. Best of all worlds! Unfortunately, they don’t do US…

I don't have any specific recommendations, but a couple of options to consider:
Make up your gun crews from multipart plastic figures (Warlord Games or Perry, for example). Or write to one of the companies that make WWII Americans, and ask if they will sell you just what you need - I've had success with this sort of request in the past. Many of the companies making miniatures are willing to honour this sort of request.

The idea of converting from the Perrys plastic box should work as well I think. Not sure if they fit perfectly with the Late War Empress figures.

Artizan haș a really nice gun crew, they also have a 3 man gun crew in winter coats.

If you wanted to make your own and fancied plastic figures a tad taller than the Perry figures, look out for the old Wargames Factory US WW2 set or see if anyone has some spares.
They are nicely sculpted and moulded figures, very crisp detail, have separate arms, ideal for converting and there are standing and kneeling figures perfect for gun crews. Hard to find these days and they are in M1943 jackets so really best suited to late war but they are very attractive figures. You would also get a mass of impedimenta like packs, water bottles, entrenching tools with which to dress the base of the gun, should you so desire.
It was a real pity they were buried in the Warlord purchase of WF's lines as they piss on the WL figures quality-wise from a very great height. Such is progress and er, commerce.......

As long as they will work together, I suppose a combination of the Empress & Artizan crews will work. Shipping will be a killer though!
Plastics are my backup plan, but the downside is the limited number of kneeling figures (hoping to have a crew crouched behind the gun shield). I could also bite the bullet and buy an extra gun for the crew and then fill in the numbers with plastics.
