Title: Super Skirmish Gaming permanent powers

For those who have played Super Skirmish Gaming from Four-Color Studios, do you allow powers to be made permanent when playing as a tabletop skirmish game? I was looking at Growth in particular. I could just choose to have it active every round, then the +2 to Body wouldn't be limited by the stat cap and the power is essentially permanent. Or I can make it actually permanent, and the +2 Body would be limited by the stat cap. So, why would I ever make the power permanent? There are other powers where it doesn't make sense to make them permanent, or there's no reason not to. In a long running rpg I can see why making certain powers permanent would be a problem, but in a short skirmish game, is permanent kind of pointless?

If you were going to make it permanent why not take the GIANT extra and reduce the cost by 1? I see this power more like The Hulk or Ant-Man's ability to increase, you could add a fault or limit to it as a reason to have it removed.
