Does anyone do the above scaled to work with Empress Moderns?
Rogue Miniatures did a Secret Service detail without armour, (now Minifigs: http://www.miniaturefigurines.co.uk/Catalogue.aspx?ScaleID=23&CategoryID=85&SubCategoryID=368 (http://www.miniaturefigurines.co.uk/Catalogue.aspx?ScaleID=23&CategoryID=85&SubCategoryID=368) ) but I am after suits and body armour and shirt sleaves and body armour.

Anvil Industries do plenty of PMCs in body armour and shirt sleeves, not sure about suits.
They are on the true 28mm side of things (fit Stargrave parts perfectly), but may be worth a look ???

The problem is the weapons are 40K scaled (also a material limit - I have written off all the Spectre V1 starter set law figures due to barrel loss and they are metal).

Westwind's Road Kill range has a set of detectives in suits and body armour. 2 have handguns, 1 a MP5 and 1 a M4. Sculpting may not be to everyone's tastes though

IIRC some of the old Foundry Street Violence range were corporate suits types with MP5? The "scale" of the range was "variable" so you might find a couple of suitable suited types in there.
