In 28mm and preferably metal :)

What kind of chaotic?
As in; evil (per GW's flavour of Chaos), or unorganized as in; quiver at the sight of my daughter's room? :D
-
Something a little more psychotic:

Any jester looks chaotic to me:

Something from here would probably fit:

You should be able to pick up an original LE1 Motley Maniac AKA The Death Jester (http://www.sodemons.com/rhle1980b/le00maniacs/index.htm) on eBay if you’re going old school.

Well, there's this guy:
Jules the Jester from the old Brettonian range (might come back into circulation now)

Or this guy, from the Mordheim Carnival of Chaos:

Old School Miniatures might have something useful in their Circus of Corruption range?

Obviously influenced by the Mordheim Carnival.
