Title: 15mm miniature search

So I've been looking online for some 15mm character for dungeon crawling and during my search I found this guy. He looks Ral Patha but I can't locate him on the site

Does anyone have any clues?

Looks like a 15mm version of the old GW Empire Warrior Priest. Might it be a 3d print?

Closest I know of are Khurasan's Cultist Brutes of Raumm: https://khurasanminiatures.tripod.com/heroic-15mm-fantasy.html (https://khurasanminiatures.tripod.com/heroic-15mm-fantasy.html). Perhaps a modification of one of those figures.
