Are there any manufacturers /stores around that make saddles and or horse blankets for 28mm-32mm Horses? My Genereals look naked riding on their chargers barebacked.
Is there any easy way to make. I am rather clumsy.

I don't know of any off the top of my head, but I suspect that sticking a saddle or blanket on an otherwise bareback horse probably won't get a great fit unless from the same sculptor or company. Might be easier to get horses that are already equipped with blankets, like these from Wargames Atlantic.

Of course, this solution may not work either, if there is a mismatch between the horses and riders!

Maybe use "green stuff" to create it, place it on the horse, and then press the rider onto it. The green stuff will also act like a glue attaching the figure.
Green stuff usually comes in a blue and yellow putty that you mix togther. Just make sure you wet it down really well and it will mix better. Maybe use some plastic tools to help shape and smooth it?

Echoing other comments, the easiest method would be for the pieces to be molded on. Moving past that, another option would be to use metal foil to make the blankets. That can be as simple as the metal on older wine bottles or aluminum ducting tape set on paper.

Simply cut the pieces to shape, form over the horse and glue in place.
