I'm after a mix of figures that could be used to play games similar to the PC games Stalker, Arena Breakout (modern-ish but not formal military look) things along those lines. I'm aware of Hasslefree's modern figures, Spectre miniatures, I want ones that could also be henchperson types, again, not much in the way of body armour or good guns. This is probably going to be another buy some nice models and not use them/paint them, but I hope not!

Depends on what you are after. You mentioned Stalker, Patrick Miniatures in Germany and Draco Miniatures here in the states offer nice, 3D printed models with the perfect Stalker feel.

Some of the WW2 sprues on the front on magazines form a good starting point, especially the Germans in Winter coats

I have used spare parts from various plastic sets to convert Frostgrave Cultists, Stargrave Scavangers, WW2 Winter Germans and WW2 winter Russians and others, heads, weapons and equipment from WW2 sets (for example StGew44 is an acceptable AK47) and the weapons sets from Warlord Games Project Z.

Empress miniatures do Chechens that mught work, Athena miniatures do 'cold weather' survivors. The Assault Group has a wide range of moderns (with lots of Militia types in their Africa range).
Offensive Miniatures and Checkpoint Miniatures both have ranges of rioters

Not to forget the original Chernobyl clean up crew, the Eureka gas masked Soviets. Note they are a tiny bit shorter than the rest of their ranges but I put this down to the effects of radiation. Based you won't really notice. Includes flamethrowers and heavy weapons for those really difficult to shift opponents.

I just bought a load of Athena miniatures and they are going to be my main go to for a Zone Alpha campain based in good ole Blighty. Motivated by teh forthcoming 28 years later.
Empress minis also do a lot of stuff that would fit but they are generally more military mainstream - fantastic range though I will be using alot of them in my Zone Alpha as well.
Some that often slips through the net is the Pendraken range - they generally mix well with empress but some are a bit bigger - but hey you know what they say about peoples genes!
The Rioters, Survivalists were what i had in mind, I have some of the African irregulars which would fit too depending on your climate! The sculpts are very good. There is also their 28mm "cross over range" - I have not seen them for scaling though.

Crossover and Crooked Dice.

From the left, a work in progress Crossover Paramilitary Goon with Strike Team head.
Next a work in progress Crooked Dice X-Commando, followed by the Crossover Super Soldier. The fourth figure is a slightly converted classic Pandora King and the last figure is the Crossover Hoplite.
The main problem with the Crossover miniatures is their integral base. This needs to be removed with careful use of a razor saw.

The Cops and Cops Leader from Crossover Miniatures with the new William Killan for scale. They are based on Warlord Games lipped 25mm bases (Killan uses a standard flat base) but the Crossover Miniatures figures have moulded on bases. The Cop Leader has had an MP5 (Hasslefree) and strap added.
