Maybe it was just the guy running the game, but it seemed a little "rules light." They never detailed how far people can move, what rolls they needed, etc. Reminds of those role playing game masters who never really bother to learn the mechanics of their game. They just tell their players to roll a dice when they say they want to do something. Relatively good roll, you succeed. Bad roll, you fail.
I don't know why, but I always hate games like that... :D lol

I don't think it's their game. If you look at the other things in the channel, they make "battle report" type play-through videos of lots of different games, seemingly with glossy themes and/or terrain. The full-length videos are paid content, and the free versions (like this one) are just summary-type videos of the narrative arc (as in, the fun bits and the gotcha moments).
So, I think the "Clone-a-saurus" game probably does have detailed rules, they just don't cover them in this video. If you look at the preview on its Wargames Vault page (https://www.wargamevault.com/product/505005/CloneaSaurus-The-Miniatures-Game--Core-Rulebook), the table of contents has things like "How to read a stat block", "Fall Damage", and "Attacking with Tranquilizer Weapons", which would line up.
