Have noticed several postings of game reports done with either a Comic Book layout of multi pictures with talk baloons / Pow , Bam etc added in, or done in a Newspaper columns style with Pictures etc as it might appear in a Newspaper. Any links to sites that have these types of programs would be appreciated.

Seconded.
Dr De'Ath I notice has done some nice reports on 'parchment' style backgrounds, and I think a little while ago someone (it might have been Bullshott?) posted something that really looked like a telegram... terribly impressive when one sees that opening a thread I think. Looks great for 'player handouts' for things like, I dunno, Atlantean campaigns and whatnot...

I use Inkscape for most of my design work. It is free and Open Source, works on all major platforms (Linux, OS X, Windows). All you need to do then it is to create a basic comic book template and go from there.
