yup, a really elegant, fast and easy to play game.
i really enjoy making up armies, there are no set army lists, just guidelines and a lot of the fun is adding wacky figure elements.

What size of army is needed?

I have played it on and off for years although I dont actually have that many armies (Both 15mm & 25/28mm, though 15mm is generally more common). The rules are loved by some, hated by others (As one of the DBx rulesets). I think alot depends on the players. If you want to you can go all defensive and turn it into an exceptionally boring game, but I have had some hugely entertaining games with it. Games are fairly quick with a couple or more possible in an evening.
Each army comprises 24 points built from a mix of generic troop types of varying cost, with only a few limitations, mostly to limit the better/tougher types (No armies full of Heroes). Each "element" (base) comprises a varying number of miniatures; 1 Hero, 3 Shooters, 4 Spears, for example. Miniatures required vary depending on troop types selected. 20-40 per army should cover most unless you field lots of Horde elements.
The armies are very generic, meaning you can use virtually any you like. This means you can create your favourite armies from literature, film & TV if you like. You can also build "matched" opponents: I have Colonial Marine vs Aliens armies. This can become rather compulsive/silly at times (I have a Baywatch army!)

I try to play it in a fun manner. We ran a campaign years ago that often became 'ooooh you shouldn't do that'. Removing the campaign element and just having a few games for fun is perfect.
My favourite part is putting together the armies. It's quick, it's cheap and it's damned fun. Especially when using 15mm.
I'd also suggest considering Age of Might and Steel from 15mm.co.uk, it uses the same basing as HOTT, but allows for much larger games to be played with much less of a headache. I fully reccommend it to anyone who doesn't like the HOTT system either and at £6, it's a bit of a bargain anyway. :)

I made an Xmen army in an hour or so with old Heroclix figures. Creating an army needn't be taxing

HOTT is great fun and very easy to pick up so it's good to draw others in.
And creating armies is also obsessive.
Not only is there the good yahoo group but Alan Saunders has set up a good website (http://www.btinternet.com/~alan.catherine/wargames/strong.htm (http://www.btinternet.com/~alan.catherine/wargames/strong.htm)) with ideas for armies and various views on strategy and tactics for each troop type.

I prefer to play HOTT in 10mm rather than the larger scales. the minia are cheap and you can get more gigantic monsters at that scale. Here's a link to my feral Dwarf HOTT army. It has faced Scott's lizardmen in the past.

I'd love to have an army like that.
The nice thing is that 10mm or 15mm, the bases are the same size! I usually use 10mm dwarves with Chariot 15mms as they are about the same. Alternative Armies' 15mm dwarves are just over 15mm tall so I don't use them! Their Elves are very nice though. :)

I take it that it is more DBA than DBM? I would't touch DBM type games with a barge-pole, but used to enjoy DBA many years ago, using Irregular Minis 6mm stuff.
I love the idea of Overlord's Baywatch army.
I quite fancy one based on the League Of Gentlemen. No, not "Extraordinary Gentlemen", this one:
