The main question was about these armoured cars ? does anybody make them? what are they called?

Although the chassis look familiar (AEC, or Garford?) I think both superstructures are locally-built ones, which means you will have to scratchbuild them.

Nice find! If you need more inspiration there is a recent movie about the Estonian Independence struggle called "Names in Marble"
