Hello chaps , i want to start building some stuff for atomic cafe and have been looking at the plasticvill buildings from the u.s . Ive seen these mentioned here on this forum but i was wondering what scale to use , o or oo guage ? can any of you help ?

I usually get the O gauge. They seem to work best for me.

The plasticville stuff in O scale works great, inexpensive for the most part, easy to build and you can set them up with removable roofs and do an interior and best of all, most of them are modeled in a 50's style!

OO, being 1/76 scale, would probably work if you're using true 25mm figures. O gauge, 1/48 in 'Merican, although I personally find it a little large, is much closer. I, myself, would replace some of the smaller doors with ones closer to 1/56, just to scale things a bit closer. But, that's just me.
Cultist #3, I'd check the spelling in your signature if I were you. Iä! Iä! Cthulhu fhtagn! is the correct version. You know what happens if you get a syllable wrong in an incantation! Let's just say that I wouldn't want to clean up afterwards, always assuming there's anything left to clean up!

Go for the O gauge for 28mm. Having got a lot of them, some appear to be a bit "underscale" for 1/48th anyway, and I'm happy about their fit with my figures (Pulp, Copplestone, Brigade etc).
