Only ones I know of are the pack that Mark Copplestone makes.

Grimnir painted a CL force for T+T. t is available here. Have a look and you may idetify some miniatures.

He used mainly all sorts of Copplestone miniatures also Red and Whites. He also used some Artizan minis. He rasped off the markings on the caps and created new ones.

Simple answer is anyone who makes suitable WW1/RCW Russians.

Copplestone does a dedicated pack but you are just as well using the Reds, shaving off the cap star and painting a red and white ribbon in its place. That's what I did. Only difference from any White/WW1 troops is no pogoni (shoulder boards). Buy suitable Reds and you obviate the need to file them off. Copplestone, Musketeer and Brigade all do suitable figures.

Company B/Harbor Designs makes Czech Legion figs in winter clothing. My favorite is the train guard.
