I bought a few of these they are 28mmish but I would like to preposition the tentacles so they are forward facing. He is made from semi rigid plastic.

Do you want the tentacles to still be sprouting from the sides of the body as shown but reaching forward, or do you want the tentacles to be sprouting from the front of the body?

My question as well, try a hair dryer to heat up the tentacles enough to bend them forward.

The simplest, though not best, solution may be to clip and rotate each tentacle, so instead of 'flowing' up and down, they curve forwards, to the front of the miniature.
Another option, could again involve clipping the tentacles off, but using greenstuff to create an extra bend, and then re attaching the tentacle after the bend to face forward. This would probably be the best method, if you have an modelling skills.

Hair dryer works, I have done this with Osheroth, just heat till soft, pose it how you like & hold it that way till the plastic cools. Worked like a champ for me :)!

Yep. As pointed out before- Hair Drier is a well-known technique in Monpoc Fu for repairing/repositioning faulty figures. If your drier has a cool setting then heat up the offending area, then reposition and then use the cooler- it's not enough to just move the bit and leave it.

Could perhaps try dunking in boiling water, bend into position and hold (tweezers) then dunk into ice water for immediate set. Works for several types of plastic figs I have come across...

The method I use to use. I found bits that were repositioned/straightened always tended to bend back a little, so I always repositioned past the point I wanted them, and they'd settle into the right position. Cool figure btw
