Title: Car Wars Rules mashup question

Hey guys and gals,
I'm wanting to run some Car Wars games in 1:43. I like the simpler 5th edition rules, but I was hoping to incorperate some rules that were meatier for pedestrians. (Right now, as always, they're kinda just moving targets with guns.)  I was thinking about Combat Zone, Chain Reaction, No Limits, or even modified Gutshot rules. Any ideas?

Aberrant games Warlands, it is designed for 20MM, but I'm sure it could be tweaked to suit.
