Anyone know of any good minis to use as mounted agents (male or female) that look plup but don't look to much like the military?

hrm, I will look around, my search fu is pretty good...

Worst case you could work with something similar military or old west with some torso swaps for conversions....

Could also be lazy like how I planned to do with my old west figures and just use poker chips as horses to show mounted and unmounted.

I'm kind of leaning to this one.. I like the double barrel shotgun on horseback.  shave off the badge and lasso, maybe a head/hat swap to make it look more 1920's instead of wild west?

Why not see if you can get your hands on some ACW plastic cavalry and just do a simple conversion above the waist.

You could even use the same figure as a 'foot' version of your character and have a foot and mounted version...
 ;)
