Black Cat has some dodgy Innsmouth dwellers who would work for more modern settings. Some of them are more inbred than part-fishman in terms of looks :)

If  totally degenerated by generations of inbreeding à la Martense (http://en.wikipedia.org/wiki/The_Lurking_Fear) of 'The lurking fear (http://www.dagonbytes.com/thelibrary/lovecraft/thelurkingfear.htm)'
'generic' naked ghouls would fit the bill,
e.g. from Heresy:
Mantic (http://www.manticgames.com/Kings-of-War/Undead/Background-Book-of-the-Dead/Ghouls.html)
or even Taban (Enigma):

Being practically naked they can appear in almost any period and place.
Possibly, more 'presentable' -even if already looking 'odd'- villagers hide their more degenerated cousins in their attics and basements, as in Innsmouth for 'evolved' hybrids?

Indeed, to the extent that, on the trace your ancestors programme, they do not pursue it if they find a Norfolk connection....... :-I

What a cynically outrageous thing to suggest! Everyone knows it's the west country.

I think that some of the LAM post-apocaliptic witches would work. I also have an old Grenidier Gothic Horror hench man/maniac figure. He is fat & bald in a pair of coveralls. Also pulp figures has some henchmen that might fit the bill.

West Wind has some cretinous henchmen that might be useful:

In his BLAM 2012 Gothic Horror game, Captain Blood had christened the top left one 'Nick'. malamute was not amused.  lol

For the behavior of degenerated villagers, movies such as Eden Lake (http://en.wikipedia.org/wiki/Eden_Lake), House of 1000 Corpses (http://en.wikipedia.org/wiki/House_of_1000_Corpses), The Devil's Rejects (http://en.wikipedia.org/wiki/The_Devil%27s_Rejects)... can be inspirational; and of course there is that funny old Motel Hell (http://en.wikipedia.org/wiki/Motel_Hell) ;D
