Peter Pig have a pack of tatty looking Partizans in their WWI range:

Their PBI WWII range includes civilians (unarmed) but more useful they have French Resistance figures :

or German Volksturm:

There are also figures in the Spanish Civil War range that might be suitable

Eureka make exquiste 15mm Soviet partixzans IMO vastly better than the competition and the range even includes a guy playing an accordion.
