The US War Department Handbook on Japanese Military Forces has a selection of colour plates showing the various uniform types, including the pre-war temperate uniforms you are after. You can usually pick up the softback reprint quite cheaply secondhand.

If you are good I'll look at scanning the relevant plates for you.

I worked out some color suggestions here:

I'm sure others will chime in with opinions but my favorite 28mm Japanese sculpts are from Brigade Games - and they will be accurate for your late '30s scenario.

The only 28mm pre-war Japanese in temperate uniform that I can think of are the Harbour Designs (?) figures from Company B.

Oh and those ones someone on here commissioned with the ridiculously oversized weapons, can't recall the name sorry.

As far as temperate climate uniforms - I'm pretty sure the japanese wool uniform (not winter or arctic) was same cut as the tropical cotton type - so only the color would be different from that in the illustration above.  The wool color would be more khaki brown.
