Title: Best rule set?

A friend of mine was looking at picking up a new rule set(he's gamed TSATF for years) and was wondering which of these best handle 2000+ minis.

A Good Dusting
Battles for Empire
Black Powder

We've used BP for 2000+ figs (Naps) without any problem. We're planning on doing something similar for the Sudan soon

Battles for Empire is unit based, and you can have a lot of figures in a unit.
We normally use 12 per.

Thanks guys! I ended up ordering a copy of Black Powder to try it out and I think I'll try to get a copy of A Good Dusting. When the new version of Battle for Empires is out my gaming group might pick a copy up. One can never have to many gaming systems.....well until the book shelf breaks.
