Title: Flag Identification help!

I bought this a few years ago (alright, more like a decade ago) through ebay.  I never received any info when I got it and it kinda got lost through several moves, a kid and life in general.  I know it is Canadian but I want to know does it belong to a specific regiment?

My google skills are okay, but I've not been able to identify the emblem.  Its like the Canadian Ensign, but the specific images are different.  Any help would be appreciated!

Its the Canadian flag used during Victoria's reign (notice the Victorian Queen's Crown).  Typically with cloth that old, the blue was an unstable dye color and it faded unevenly to the red....
