Tsuba miniatures for Russians or Copplestone for almost everyone else are your best bet  :)

Redoubt and http://www.krigsspil.dk/
Go to downloads, RCW.

On http://siberia-miniatures.ru/forum/showthread.php?fid=12&tid=94
you can find lots of Red Army flags, and if you look around in the Siberia forums more Russian flags for inspiration.

Try Maverick Models

Very cheap - I have some of their cloth effect flags and they are excellent.
