I swap figure heads all the time.  Although Peter Pig makes a whole range of alternate heads, they have not yet made one with the German Officer peak cap so I have cut the heads of their German officers who have the peak cap on to use on my Command Decision figures.  It's easy and figures I have thus modified have lasted me for more than a decade with no problem.  You can see examples in pics 3 (officers seated in a car) and 16 (officers seated in a command post) of my Germany 1945 Gallery at www.warin15mm.com/Germany-1945-gallery.html

It is very easy.  Twist the old one off, dremmel out the neck, cut the new one to size and the super glue it in place.  It can provide a lot of variety to a unit by introducing bear heads and berets etc.  Only figures remotely problematic are those firing weapons where the old head is fused with the weapon along the sightline.  The can be drilled out but possibly best not to head swap these.
