Blue Moon Manufacturing make figures and buildings for Gothic Horror in 25/18mm.  The buildings alone have almost tempted me to get into horror in this scale.

Khurasan have a range of Pulp 15s - Mystri Island, IIRC - with some horror models.

Black Hat miniatures do an 18mm Martian Empires range with many suitable models (home guard, prussians, etc...)
