Cloth, but the pictures in the Osprey show a form of tartan or tweed, worn at the owner's pleasure.

this a very bad picture
naval infantry or artillery,
or not regular army at all (though I doubt that, red facing is always royal)
the black smear could represent a busby, so some rifles or RA association...
and that is about as far as I got with my uneducated guessing :D

Mounted, anyway, judging by equipment and the carbine. Peaked kepi looks like the ones they briefly wore in between the shakoes of the 1850s and the spiked helmets of the late 19thC, so 1860s-early 70s.

The kilts (or Shawl Dress as it was sometimes referred to) were woolen blankets. They were folded, wrapped around the waist and belted. The AC often wore this attire when going into the bush in preference to trousers which would quickly get soaked and very uncomfortable. The blanket could also be unfolded and then used for sleeping in. I've tried this once myself, and it was handy but I think I prefer my bush shorts, although this wouldn't have been an option in the 1860's :)
