Having had experience in moving figures around a ship I'd remove as much stuff as possible. Sure the extra detail looks great, but hampers moving the figures around. Real people don't come with a 25mm base.
Last time I played pirates I use a flat map of the two ships. It was so much easier to move the figures around without sails, masts and rigging getting in the way.

I think it would be a hilarious thing if someone were to base all their minis on a set of miniature manhole covers.

I think you would be very surprised by how much room that ship model has. I've seen it up close (I game with Xeno2X), and there is a great deal of room for figures. I also have large hands, and didn't find it difficult to move miniatures around. By the way that smaller version is the 15mm scale model.
