Title: Parachutes in 28-32mm

What is the best way you have found to make parachutes both opened and closed but used in 28-32mm? I am planning on creating some for a conversion for my Trollbloods army.

Crepe or flower-wrapping paper is good. Cut out a parachute shape, soak it in PVA and arrange it how you like. Wire or string works well enough for ropes.

I think so. AFAIK people tend to make their own from crêpe paper, or just not use them.

Pretty sure I saw the old green plastic army parachutist figures, fondly remembered from my youth when shopping for my youngest's last birthday. Amazed they still made them.

Vacuum-forming is the best method for creating open parachutes. The down-side is that it takes a bit of setting up, but once you're under way you can pump them out very quickly, and they're sturdy too.

Lancer Miniatures do some flat ones - would assume these are too small http://lancerminiatures.com/index.php?main_page=product_info&cPath=62_32&products_id=175 as they do 20mm WW2 figures but you may get an idea or two for layout.

Have a look at http://pbeyecandy.wordpress.com/modelling/ - about 1/3rd the way down the page is a method that may be able to be scaled up if you can find the right cup.

Those are some good ideas to start I think I need to find some plastic bowls or sundae cups to try and convert or go for the cloth/glue method.

Sculpt a parachute shape out of clay, brush with petroleum jelly, then press cloth or paper soaked with glue over it. Pry the parachute off the form once it's hardened, and repeat to make more.

Since you're on the far side of the pond, try to find a craft store that stocks Ellison Die-cutting systems. (Or possibly Sizzix).
Ellison have a cloth cutting die to make drawstring purses, works out about 7 or 8 inches across. They might work if you want a cloth one.

A quilters club might know of an alternative.

Hmm to sculpt or make out of paper/cloth seems to be the question.
