Where is the damsel in the blue dress from?

Reaper. I got her in the Citizens of Kullhaven set (http://www.reapermini.com/OnlineStore/kullhaven/latest/10029).
Looks like she is available individually in plastic (http://www.reapermini.com/OnlineStore/strumpet/sku-down/77086) or metal (http://www.reapermini.com/OnlineStore/strumpet/sku-down/P02584B). The rest of them are kicking around individually or part of sets also.
Interestingly enough, painting these figures finally finishes off the Kullhaven set that I started as my Round 1 entry for Lead Painters League Season 6 a couple years ago. The LPL is great for encouraging the painting of those figures that you don't really need but would like to get finished anyway.

Ive had those same figures so long I'm not sure why I bought them!

Indeed, without the LPL I'd have no sets of anything finished :)
Nice work on the townspeople.
Broonkah, I'm going to steal your creative color scheme for those hazmats. I've had them for years and could never decide how to do them.

Dr Mathias, I don't know why, but I always thought of rubber ducks when I looked at the hazmat minis. I almost went with orange facemasks as well, but thought the black made the ducks more sinister.

I like the look with the black. And the yellow is well done. I have trouble getting yellow to cover at all, but you've done a great job. The white highlights gives it the "rain suit" look of the highly reflective yellow rubber surface.
