Title: Special Task Unit figures

In the Osprey Red Army book figure F1 is a commissar of the Special task unit.  These units were issued with what are called "panama hats" - as shown in the illustration.  Does anyone make 28mm figures that could be used for them?  Something from Spanish American War?, US troops in WW1 or whenever.  Any ideas?

maybe the NortStar figure of the anarchist militiamen (of SCW) with straw hat might be of help to you.
