Look in the "Compiled list of Fallout miniatures" thread in Post Apocalyptic tales, there's plenty of riot police models in there suggested for use as Vault Security.

Offensive Miniatures for Riot Police and rioters along with some specialist hostage situation officers. I think they're more British styled, but the Rioters I suppose are universal (well they have a British theme with the skinheads and cricket gear, but they should do).

Oh and Ground Zero Games do some relevant models too. They're 25mm rather than 28mm, though its only a minor difference I suppose.

How does the Offensive mins size up to other modern ranges like Eureka, Empress, TAG...etc

They're smaller than your average 28mm, but only just.

Wargames Factory Survivors. Has a couple of cop/state trooper style figures and loads of civilisns plus a dozen types of weapons to arm them with. Good value for money.

I converted civilian rioters for my African modern campaign. I mostly used plastics from Wargames Factory and studio miniatures, with heads a few bits of perry miniatures sudan figures- here is a link

I have a bunch of the hunger game figures. I'm sure that they could easily be converted & repainted to modern rioters.
