EM-4 are probably the cheapest I know of http://www.em4miniatures.com/acatalog/MINIAATURES_BASES.html

As much as I like those style, I don't think they come smaller than 30mm do they?

30mm are the smallest I've seen in that style

These are slightly different but they do have recesses and lipped edges. I bought some of the 15mm ones for 15mm sci-fi figures a while back
